The EG-TUS meeting is convened to present the final version of the revised UN Guide to Producing Statistics on Time Use and accompanying time-use data resources hub, which marks the conclusion of a phase of methodological development as expressed in the terms of reference of the EG-TUS and to strategize on ways to build national capacity and provide technical assistance to countries, particularly in developing regions in the area of time-use statistics as requested by the Statistical Commission. The EG-TUS meeting will also provide an opportunity for members to exchange the latest practices, lessons learned, and future projects.

The United Nations Statistics Division collects, compiles and disseminates official demographic and social statistics on a range of topics. In terms of demographic statistics, since 1948, data have been collected annually from national statistical offices, and published in the United Nations Demographic Yearbook Collection. Mandated by the Economic and Social Council in 1947, first published in 1949, and this year marking its 70th Edition, the Demographic Yearbook Collection remains one of the oldest and most respected collection of historical and contemporary demographic data of all countries and areas of the world. During the course of its history, the content, processes and implementing tools of the Demographic Yearbook System have undergone continuous developments, including in recent years developments in online data dissemination, with most of the currently collected data and the majority of historical and current vital statistics published online. It is in the context of further improving and developing the Demographic Yearbook System, that UNSD is organizing this Expert Group Meeting, seeking experts’ inputs on best practices and contemporary approaches in demographic data collection, application of concepts and definitions in national circumstances and improvements of metadata, as well as demographic data and metadata dissemination.

Webinars on COVID-19 impact on civil registration and vital statistics are organized in order to address (a) international standards for civil registration and vital statistics and their implementation in countries/areas; (b) impact on the operations and maintenance of civil registration and production of vital statistics in the time of COVID-19 pandemic; (c) short- and long-term consequences on registration of vital events due to the pandemic, and (d) beyond COVID-19 pandemic, ensuring universal civil registration of all vital events and production of comprehensive, reliable and regular vital statistics. The format of the set of webinars: three 40-minute sessions, spread over a week, with participation of civil registrars and statisticians from ten countries/areas, for a total of twenty participants at sub-regional level. Sessions consist of initial presentation, not extending beyond twenty minutes, followed by discussion and question and answer time.

United Nations Statistics Division (UNSD) in cooperation with the Centre of Excellence for CRVS Systems, housed at the International Development Research Centre of Canada, is organizing an Expert Group Meeting on the Handbook on Civil Registration, Vital Statistics and Identity Management Systems: Communication for Development. The meeting will take place in New York, from 29 to 31 May 2019 and will be conducted in English.

The main objective of the meeting is to review the draft of the revised Handbook; to provide guidance on its content and structure with a view to ensuring that it provides countries with a reference document on the communication aspects of Civil Registration, Vital Statistics and Identity Management Systems.

The workshop is organized by the United Nations Statistics Division (UNSD) in collaboration with Statistical, Economic and Social Research and Training Centre for Islamic Countries (SESRIC).

This workshop aims to help countries in achieving a common and improved understanding of the process of adopting new technologies/methodologies in conducting population and housing censuses and collecting data according to internationally recommended definitions and classifications. This workshop will also provide a platform to discuss good practices among OIC member countries and potential challenges and risks that have to be taken into consideration for the successful adoption of contemporary technologies in censuses.

The United Nations Statistics Division (UNSD) is organizing an Expert Group Meeting on Statistical Methodology for Delineating Cities and Rural Areas. The meeting will take place in New York, from 28 to 30 January 2019 and will be conducted in English.

In the context of the fact that, at the level of international official statistics and international statistical standards, there is a lack of harmonized and universally implemented definition of urban and rural areas in general, and the definitions of metropolitan, urban, semi-urban, rural and uninhabited areas in particular, several innovative approaches have been developed in recent years in an attempt to develop statistical methodology that could be generally used across world regions and that is based on identical parameters. The European Commission, in co-operation with several international organizations has developed such a methodology for a harmonized delineation of cities and rural areas. The purpose of the Expert Group Meeting is to discuss, in detail, the following points: (1) Assessing the technical comprehensiveness of the methodology as developed by European Commission and partners; (2) Assessing the applicability of the parameters for the delineation of urban and rural areas in terms of levels of density; (3) Assessing the employment of the methodology in national circumstances through the presentation and elaboration of national practices and examples; (4) Elaborating on the suitability of submitting the proposed methodology to the United Nations Statistical Commission for discussion and possible recommendation for the purpose of achieving regional and international comparison and harmonization of urban and rural areas and their statistics.

The main objective of the Expert Group meeting is to review the revised Handbook on Population and Housing Census Editing and to provide further guidance on its content and structure with a view to ensuring that it provides countries with a reference document on contemporary census data editing methods and information on various approaches to census data editing. Specifically, the meeting aims to: (i) review the revised Handbook to ensure that it provides relevant guidance on editing procedures and processes for traditional census editing (editing after data collection) as well as for real-time editing (editing during data collection where tablet computers and the Internet are used) based on good country practices; (ii) align the revised Handbook with contemporary census practices, including the use of electronic data collection technologies; (iii) align the revised Handbook with the standards and methods contained in the recently revised Principles and Recommendations for Population and Housing Censuses and Handbook on the Management of Population and Housing Censuses.

The United Nations Statistics Division (UNSD) in cooperation with Vital Strategies is organizing an Expert Group Meeting to finalize the Guidelines for Legal Framework of Civil Registration, Vital Statistics and Identity Management Systems. The Expert Group Meeting will take place in New York, United States, from 17 to 19 December 2018 and will be conducted in English.

The purpose of the Expert Group Meeting is to carefully and meticulously review the draft Guidelines on Legal Framework for Civil Registration, Vital Statistics and Identity Management Systems, primarily from the perspective of the implementation at national level. The meeting will go through the guidelines paragraph by paragraph, after first summoning general comments and suggestions.

The United Nations Statistics Division (UNSD) organizing a Workshop on the Operation of Civil Registration, Vital Statistics and Identity Management Systems for East Asian Countries. The workshop will be conducted from 13 to 17 November 2017 in Hanoi, Vietnam.

This workshop is intended to go in depth into the issues of implementing the Principles and Recommendations for a Vital Statistics System, Revision 3, promulgated in 2014. With the view of strengthening technical capacity, the workshop will increase the knowledge of statisticians, civil registration and/or identity management officials and health officials about the revised Handbook on civil registration and vital statistics systems: management, operation and maintenance; and improve their capability in identifying obstacles and challenges for achieving complete coverage of their systems.

The regional workshop is organized by the United Nations Population Fund's East and Southern Africa Regional Office and the United Nations Statistics Division.

The main objective of the training workshop is to improve the capacity of NSOs within the East and Southern Africa region to undertake analysis and evaluation of the quality of census data on demographic and socioeconomic characteristics of population, through demographic methods and comparison with other relevant data sources. The workshop will also provide a platform for discussing potential use of census data for generating SDG indicators related to demographic and socioeconomic characteristics of population and data disaggregation by age, sex, geographical location, disability and migration status.

The revised Handbook is expected to be submitted to the United Nations Statistical Commission for adoption.

The United Nations Statistics Division is conducting the United Nations Workshop on the Principles and Recommendations for a Vital Statistics System, Revision 3, for Caribbean Countries, to be held in Port of Spain, Trinidad and Tobago, from 1 to 4 December 2015.

This is the first opportunity for Caribbean national statistical authorities to learn about the latest version of these major methodological guidelines and standards, issued last year. In addition, the workshop will bring together civil registrars and statisticians, thus offering an opportunity for establishing a much closer cooperation at the national level. The workshop is conducted in collaboration with OAS, CARRICOM and Regional ECLAC Office. The previous workshop on the same topic was conducted in 2005, thus providing an opportunity to assess the progress made in improving civil registration and vital statistics along the line of international standards in the ten year period for the fifteen participating Caribbean countries.

The workshop will bring together civil registrars and vital statisticians from twelve South American Countries.

The United Nations Statistics Division is conducting the Sub-regional Workshop on Applying Principles and Recommendations for a Vital Statistics System for Implementing the Regional Action Framework for Civil registration and Vital Statistics in Asia, from 15-18 September 2015 in Istanbul, Turkey targeting countries in Central Asian region This workshop is organised in cooperation with the Turkish Statistical Institute (TurkStat), the Organization for Security and Cooperation in Europe (OSCE), and UNESCAP with the contribution from WHO.

The purpose of the workshop is to present the revised international statistical standards for civil registration and vital statistics and put them in context of the regional initiatives for improving these systems in Asia and the Pacific; provide an opportunity for participating statisticians and civil registrars to exchange national practices and establish channels for exchanging experiences in the regional settings; and present good practical from countries in the sub-region.

Within the framework of the International Programme for Accelerating the Improvement of Vital Statistics and Civil Registration Systems, the United Nations Statistics Division (UNSD), in collaboration with the United Nations Economic Commission for Africa (UN-ECA), is organising a Workshop on the Principles and Recommendations for a Vital Statistics System, Rev. 3, for English-speaking African countries. The workshop will be hosted by UN-ECA in Addis Ababa, Ethiopia from 2 to 5 December, 2014.

The main purpose of the workshop is to provide guidance to countries on the implementation of the new revision of the United Nations recommendations for the collection and compilation of vital statistics at national level through civil registration and other sources such as population censuses, sample surveys, population registers, and health records, at the same time providing full overview of contemporary international statistical standards and requirements. At the same time, it will offer an opportunity to statisticians, on one side, and civil registrars, on the other, to directly interact and exchange experiences and practices using national civil registration and vital statistics systems as a framework.

UNSD will conduct the Workshop on Revision 3 of Principles and Recommendations for Population and Housing Censuses and Census Data Evaluation, in collaboration with Arab Institute for Training and Research in Statistics, in Amman, Jordan, from 19 to 23 October 2014. The workshop will bring together statisticians from twenty-two countries and representatives of international organizations.

The workshop aims to increase the knowledge of the government statisticians on the revised international principles and recommendations for population and housing censuses; enhance the knowledge of the staff on importance of evaluation of the quality of census data and identification of types of errors in census data through using demographic techniques; and improve their capability in identifying gaps and challenges in applying international standards in conducting population and housing censuses and improving the quality of data collected through the census.

The workshop also aims to provide a platform for participants to share their national experiences and learn from good practices.

The United Nations Statistics Division (UNSD), in collaboration with the Statistical Institute for Asia and the Pacific (SIAP), a regional institution of the UNESCAP, and Statistics Korea, the national statistical authority of the Republic of Korea is organizing the Third Regional Workshop on Production and Use of Vital Statistics: Applying Tools and Materials Available to Improve Vital Statistics. The regional workshop will be conducted from 26 to 30 May 2014 in Daejeon, Republic of Korea.

With the view to strengthen technical capacity to contribute to the efforts in improving civil registration and vital statistics systems, the workshop aims to increase the knowledge of government statisticians and civil registration officials about the revised international principles and recommendations for compiling, processing and disseminating vital statistics; and improve their capability in identifying gaps and challenges in applying international standards to improve their vital statistics system. The participants of the workshop consist of one statistician and one civil registrar from 14 Asian countries.

The United Nations Statistics Division is conducting the Second Expert Group Meeting on the Revision of Principles and Recommendations for Population and Housing Censuses in New York, 29 April - 2 May 2014.

The first meeting took place in November 2013 and resulted in establishing three working groups, each focussing on particular part of the principles and recommendations. The second meeting of the expert group will review the consolidated input and contributions and discuss both general and specific issues and topics, leading to the draft text of revised principles and recommendations for population and housing censuses.

This expert group comprises of over fifty experts from national statistical offices and international and regional organizations.

UNSD in collaboration with Statistics South Africa, the African Development Bank, UNFPA and the United Nations Economic Commission for Africa African Centre for Statistics, is organizing a Regional Seminar on Promotion and Utilization of Census Results and on the revision of the Principles and Recommendations for Population and Housing Censuses.

The objectives of the Regional Seminar is to discuss lessons learnt and share national experience from the 2010 round of population and housing censuses with regard to effective strategies for promoting the dissemination and utilization of census data. The regional seminar will also provide an opportunity to gather the input of African countries towards the revision of the United Nations Principles and Recommendations for Population and Housing Censuses.

The knowledge shared during the Regional Seminar will enable participating countries to promote utilization of their census data from the 2010 round and to better plan and develop strategies for utilization of data from censuses conducted during the 2020 round.

UNSD will conduct the Workshop on Census Evaluation, in collaboration with General Statistics Office of Viet Nam, in Hanoi, Viet Nam, from 2 to 6 December 2013. The regional workshop will bring together some fifteen national statisticians from eight Asian countries.

The main purpose of the workshop is to provide the staff of national statistical offices with hands-on training to master indirect demographic techniques necessary for the evaluation of census results. Participants will learn, in particular, the methods to evaluate age-sex structure of population, fertility as well as mortality data obtained from national population and housing censuses. Participants are also expected to establish own professional networks through exchange of experiences and knowledge on census data analyses.

The United Nations Statistics Division is organising the United Nations Expert Group Meeting on Revising the Principles and Recommendations for Population and Housing Censuses. It will be held fro 29 October - 1 November 2013 in New York. The main purpose of the meeting is to lay down the framework for the revised set of international principles and recommendations for population and housing censuses in the 2020 round censuses, that will take place from 2015 to 2024, The experts will take stock of the experiences in conducting population and housing censuses in the 2010 round and adopt an outline for the revision, as well as distributing specific tasks related to the preparation of the content of the recommendations among themselves. The revised Principles and Recommendations for Population and Housing Censuses: the 2020 Round will be the major international statistical standard guiding the work on population and housing censuses in 2020 round.

The United Nations Statistics Division will co-organize, with United Nations Economic Commission for Africa, African Development Bank, African Union Commission and UNFPA a Conference on Assessment of 2010 Round of Population and Housing Censuses in Africa that will take place in Pretoria, South Africa, 29 April - 1 May 2013. The Conference will aim at taking stock of the population and housing censuses in Africa in the period 2005-2014 and provide a regional input for a global assessment of the census round.

As part of its programme on the 2010 World Population and Housing Census Programme, UNSD will participate in and contribute to the Seminar on Population and Housing Census Practices of the OIC Member Countries. The objective of the Seminar is to discuss lessons learnt and share national experiences in innovations and best practices in census taking for the 2010 round in the Member States of the OIC. The Seminar will also provide a discussion forum for the countries on the likely future of their censuses for the 2020 round and on ways to enhance future cooperation among the Member States in census taking.

The workshop aims to strengthen the technical capacity of National Statistical Offices of Asian countries to generate national population projections from census data. Twelve Asian countries are invited to participate in the workshop. The workshop will cover topics including assessing quality of census data; determining appropriate levels of fertility, mortality and migration; techniques on making national population projections. The International Workshop will be followed by a National workshop from 17 to18 January 2013, attended by representatives from provincial-level statistics offices in China. UNSD, in collaboration with Statistics Korea (KOSTAT), is organizing an International Seminar on population and housing censuses which will provide a discussion forum for countries and organizations to share experiences and lessons learnt from censuses conducted during the 2010 round. Discussions will center around 1) emerging methodologies for the census, 2) use of modern technologies during census operations, 3) strategies for managing the cost of the census, 4) demand for and provision of census micro data, and 5) the likely future of census taking.

The objectives of the workshop are to strengthen the technical capacity of the participating countries to evaluate the quality of their census data and identify any errors. Over the course of the workshop, some of the most commonly used techniques for the assessment of data relating to the age and sex structure of the population, fertility, mortality, migration, and socioeconomic characteristics of the population will be covered. In doing so, the workshop aims to draw participants’ attention to the importance of data evaluation as a step in the census process, as well as to provide them a hands-on opportunity to practice the fundamentals of conducting a census evaluation through demographic analysis. Within the framework of the 2010 World Programme on Population and Housing Censuses, the United Nations Statistics Division will conduct a Regional Workshop on Population Projections for English Speaking African Countries, in Pretoria, South Africa, from 29 October - 2 November 2012. The purpose of the workshop is to provide training to statisticians from national statistical authorities in Africa in producing projections of population based on census results.

The United Nations Statistics Division is organizing a Workshop for South Asian countries on Collection and Dissemination of Socio-economic Data from Population and Housing Censuses. The workshop will take place in New Delhi, India from 28 to 31 May 2012. The purpose of the workshop is to present international standards and country practices for conducting population and housing censuses with a focus on recommended core topics and tabulations as identified in the United Nations Principles and Recommendations for Population and Housing Censuses, Revision 2. The workshop will also offer an opportunity to discuss the use of technological tools and of GIS web-based mapping and spatial analysis in the dissemination of census data as well as of the CensusInfo software as a tool for data dissemination. The Kenya Seminar on Census Data Analysis is scheduled to be held from 19 to 22 March 2012 in Nairobi, Kenya. The main objective of the national seminar is to provide an opportunity for the staff member of the Kenya National Bureau of Statistics to further analyze data from the 2009 population and housing census of Kenya on selected topics. The ultimate objective is to promote greater analysis and dissemination of the data collected from the Kenya 2009 census.

The United Nations Statistics Division (UNSD) in cooperation with the Cambodian Institute of Statistics will organize a Workshop on Census Data Evaluation from 14 to 17 November 2011 in Phnom Penh, Cambodia. This workshop will be organized within the framework of the UN/DESA Development Account project for strengthening the statistical capacity of countries in South-East Asia. The meeting will review the Principles and Recommendations for a Vital Statistics System, Rev. 2, which was published in 2001 by the United Nations (UN publication, Sales No. E.01.XVII.10). The essential standard the above mentioned Principles and Recommendations promulgates - generating accurate, reliable and regular vital statistics from civil registration system - remains unchanged and valid. However, over the past 10 years several issues emerged that might require revisions and updates of the principles and recommendations, such as the increasing use of population registers as source of vital statistics, advances in modern technologies that have helped some countries in accelerating the improvement of their civil registration and vital statistics systems, and the development of statistical systems in countries.

The Meeting will (1) review the Principles and Recommendationsfor updates and elaborations and (2) propose an outline for the next revision of the Recommendations.

In many countries, the voluminous data collected through censuses is only partially analysed and disseminated, and often late, resulting in its underutilization. To address this challenge, UNSD in collaboration with the Italian Government has initiated a project to strengthen national capacity to analyse, present and disseminate census data in selected developing countries, Ethiopia being one. Based on a needs assessment mission launched by UNSD, the Central Statistical Authority (CSA) of Ethiopia has identified four areas for in-depth analysis: Fertility, mortality, housing, and the situation of the elderly. The national seminar is preparatory work for the preparation of monographs on the identified topics and in the process build capacity among CSA’s census analyses teams tasked with the preparation of analytical reports through on-the-job knowledge transfer. The final outputs are expected to be useful for effective development planning and monitoring population and socio-economic trends.

CensusInfo User Application Training Workshop was conducted at the Central Agency for Public Mobilization and Statistics (CAPMAS) in Cairo, Egypt, from 11 to 13 September 2010. The purpose of the three-day workshop was to develop participants’ capacities to use CensusInfo in their work and research. The training was aimed at researchers, census experts and other staff of related sections of the CAPMAS. Twenty-eight participants attended.

The workshop comprised the following sessions: (1) Searching data, (2) Presenting data: Tables, Graphs and Maps, (3) Using Gallery, (4) Presenting data using Reports, (5) Compute indicators using CensusInfo database, (6) Using advance presentation objects, (7) Group work. Each session included a demonstration on CensusInfo feature and hands-on exercise for specific research subject.

The sessions include designing and creating templates and databases to house country-specific census data, learning various data administration utilities including data exchange to facilitate uploading of data into the CensusInfo system, and generating relevant tables, graphs, maps, reports and profiles for reporting purposes.

UNSD, in collaboration with the UNECA, is organizing a Regional Workshop for English speaking African countries on census evaluation in the context of the 2010 World Programme for Population and Housing Censuses.

The purpose of the Workshop is to present an overview of the various methods of evaluating censuses with a focus on the post enumeration survey (PES) methodology. Within the framework of the project “Strengthening statistical capacity-building in support of progress towards the Internationally Agreed Development Goals in the Southern African Development Community (SADC) region”, the United Nations Statistics Division (UNSD), in collaboration with the Southern African Development Community (SADC), is organizing a Workshop on the Improvement of Civil Registration and Vital Statistics. The workshop will be hosted by the National Statistical Office of Malawi in Blantyre, Malawi from 1 to 5 December, 2008. The purpose of the workshop is to: (a) provide training to SADC countries on the implementation of the United Nations guidelines and international standards on civil registration and vital statistics in terms of concepts, definitions, data collection methods and compilation; (b) assess the current status of the civil registration and vital statistics system in SADC countries and identify gaps to be filled; and (c) review national capacities to produce and provide national vital statistics to UNSD through the Demographic Yearbook questionnaire. The workshop places a special emphasis on assessing the functioning and efficiency of the exchange of information between data sources (civil registration) and producers (national statistical authorities) of vital statistics.

The purpose of the Workshop is to highlight the significant additional capabilities of Geographic Information Systems (GIS) and other geospatial technologies in census mapping activities, including preparation of enumeration, enumeration operations, advanced analysis and dissemination of census data, and how to successfully implement and use these technologies. More specifically, the Workshop will: (1) introduce the definition of national census geography, including criteria and process of enumeration area (EA) delineation, and coding of geographic areas; (2) present an overview on the different stages in the EA-database development, and on GIS-based data analysis and dissemination; (3) focus on the integration of fieldwork in using satellite/aerial imagery and GPS (4) facilitate a dialogue among participants from Member countries on census mapping with GIS, experiences and practices, with a focus on institutional, organizational, financial, capacity building and implementation issues. The first part of the Workshop will be dedicated to a review of the international recommendations on contemporary practices in census cartography and use of (GIS), as well as the new revised “Handbook on Geospatial infrastructure in support of Census Activities”.

The objective of the meeting was to review the draft Handbook on Measuring the Economically Active Population in Censuses. This is one of several handbooks being produced to support the activities of the 2010 World Programme on Population and Housing Censuses. The draft Handbook is an update of a technical report entitled Collection of Economic Characteristics in Population Censuses, which was prepared jointly by UNSD and ILO in 2002. The Handbook takes into account recent developments in the concepts, methods and classifications related to the measurement and characterization of the economically active population, as reflected in the Principles and Recommendations for the Population and Housing Census, Revision 21 adopted by the United Nations Statistical Commission in February 2007.

While the demand for policy-relevant statistics on international migration is increasing, national governments and international bodies are unable to provide the comprehensive assessment needed, mainly because the sources of these data are not sufficiently developed. A recent expert group meeting on measuring international migration convened by the United Nations Statistics Division in New York in December 2006 identified priority areas for improving international migration statistics. The current expert group will address two of them: (a) providing guidance and technical support on the use of censuses and sample surveys, taking into account the preparations already ongoing for the 2010 round of population censuses, to measure aspects of international migration, and (b) developing a handbook focusing on core variables and using case studies to clarify how various sources can be used and/or combined to measure international migration.

The purpose of the meeting is to critically review contemporary frameworks and different approaches to census mapping and the capabilities offered by advanced technologies (Geographical Information Systems, Global Positioning Systems, Remote Sensing, Internet, etc.) to support census mapping operations. The meeting will also cover possible institutional, organizational and technological challenges. Sessions will focus on detailed discussion related to 1) Geo-coding: concepts and approaches to related data collection; 2) Use of Global Positioning System and geospatial technologies and digital delineation of enumeration areas; 3) Geographic databases, spatial analysis and data dissemination and 4) Organizational and institutional issues.

The United Nations Statistics Division seeks through this expert group meeting to assess requirements for international migration statistics in response to policy interest and the challenges faced by national statistical systems in measuring international migration flows and stock. The meeting will review national practices in the compilation of migration statistics and identify difficulties associated with the recommended concepts and definitions. It will explore ways to foster cooperation between policy machineries of governments and their data collection agencies, and develop a plan for the improvement of migration statistics. The outcome will help determine the scope and content of a handbook on statistics of international migration to be prepared by UNSD.

In implementing the 2010 World Programme on Population and Housing Censuses, the United Nations Statistics Division is organizing the 2006 Expert Group Meeting on the 2010 World Programme on Population and Housing Censuses in New York, from 10-14 July 2006. This meeting will bring together over 45 experts from all regions with one goal: to review and adopt the revised set of international standards for population and housing censuses as presented in the draft Principles and Recommendations for Population and Housing Censuses, Revision 2.

This proposed revision on the major international standards and guidelines is a result of broad consultations and contributions from over 100 national experts through UNSD developed and maintained mechanisms and is also taking into consideration regional guidelines, where they were available. The proposed changes refer to introducing 40 recommended census tabulations that each country or area would be called to generate at least once in the period 2005-2014 at the smallest geographical level; new definition and concept of usual residence; several new core topics, such as those related to mortality and the availability of information and communication technology devices in the household; it also presents new approaches to census-taking and the importance of Geographical Information Systems for collecting and disseminating census results.

The Expert Group Meeting on Principles and Recommendations for Housing Censuses will: (a) discuss, in detail, proposed changes to the text of the current Principles and Recommendations for Population and Housing Censuses pertaining to housing censuses, (b) identify and elaborate on issues that are not adequately covered in the current version of the Principles and Recommendations, and finally (c) adopt the draft text of the housing census recommendations for submission to the Expert Group Meeting to be held in July 2006.

The purpose of this Expert Group Meeting was to fulfill the mandate given by the United Nations Statistics Commission at its 36th session, in March 2005, in regard to updating and revising the United Nations Principles and Recommendations for Population and Housing Censuses. The Expert Group Meeting had three major objectives: (i) To set the general outline of the revised set of the Principles and Recommendations for Population and Housing Censuses; (ii) To agree on the timeframe, the division of responsibilities and the organizational framework in regard to drafting the text of the Principles and Recommendations for Population and Housing Censuses, Revision 2; (iii) To identify topics that need to be taken into consideration for inclusion and elaboration, as well as emphasizing the output oriented approach to censuses by agreeing on a set of tabulations that need to be produced for the smallest geographical area.

At its 35th session, the Statistical Commission recommended that an international expert group be formed to focus on critical issues related to planning the next round of population and housing censuses. Recognizing that the United Nations Statistics Division decennial census programme cannot cover all emerging topics, the Commission has asked the expert group to set priorities at its first meeting.

The purpose of the expert group meeting, therefore, is to set priorities and propose concrete outputs for the development of the 2010 World Population and Housing census Programme. Specifically the meeting will have before it relevant sections of the report of the 35th session of the Statistical Commission (see E/2004/24, chap. II. B, para. 2) as well as the draft resolution on the 2010 census round that will be submitted by the Census Symposium to the Statistical Commission at its 36th session. As the first in a series of meetings, the expert group will also establish terms of reference outlining its mandate in relation to the above mentioned Programme.

The purpose of this Symposium is to set priorities for the upcoming decade round of population and housing censuses in light of the experience from the previous census decade. Specifically the Symposium will provide inputs for the drafting of a resolution requested by the Statistical Commission at its 35th session, calling on the Secretary-General to proceed with the development of a 2010 World Population and Housing Census Programme.

The purpose of this workshop is to review procedures for obtaining fertility and mortality statistics by maximizing the use of multiple data sources and propose strategies for improving civil registration in the region. The workshop will also review national approaches to the collection of disability statistics. In addition, the meeting will explore ways of increasing the utilization of fertility, mortality and disability statistics at national and international levels. In this regard, the Demographic Yearbook system of collection and dissemination of these statistics will be considered.

The United Nations Workshop on Census Management for ESCWA Countries was coorganized by the United Nations Statistics Division (UNSD) and the Economic and Social Commission for Western Asia (ESCWA) and hosted by the Central Statistical Organization (CSO) of the Republic of Yemen. The workshop was conducted during the period 12 – 23 July 2003 and had the following objectives: to train participants on census management to successfully conduct population censuses as part of statistical capacity building in the ESCWA region; and, to exchange experience among countries that had already conducted their censuses and countries that are in the process of planning and conducting their population and housing censuses. Training was based on the United Nations Handbook on Census Management for Population and Housing Censuses.

The objectives of the meeting can be summarized as follows: - To agree on a basic core set of census topics to be used by the countries in the ESCWA region; - To harmonize concepts and definitions of the census topics and to develop a regional manual for field work; - To establish networks among the ESCWA countries so that common problems related to census taking could be solved within the region and in a better cost-effective way; and, - To encourage the exchange of experiences in census taking among the countries of the ESWCA region.

The objectives of the meeting were: • To agree on a regional common approach to collect data on disability from censuses • To initiate a dialogue in the region between census managers and users of disability statistics on how best a census can be utilized to collect data on persons with disabilities • To introduce countries to the International Classification of Functioning, Disability and Health (ICF) and discuss its use as a conceptual framework for collecting census data on disability • To introduce the countries of the region to the work of the City Group on Disability Statistics.

The overall objective of the Workshop was to strengthen national capabilities to produce, disseminate and use data on disability for policy development and implementation. To achieve this objective, the Workshop brought together producers and users of disability statistics to promote understanding of data collection issues and how to specify the required data for policy formulation. The specific objectives of the Workshop were to: 1. Initiate a dialogue between producers and users of disability statistics in the countries and the region; 2. Enable the exchange of information and experiences of the participating countries and/or organizations; 3. Review methodologies and instruments used in other countries to measure disability; 4. The Symposium on Global Review of the 2000 Round of Population and Housing Censuses addressed the question: “When and under what circumstances do censuses succeed?” The Symposium addressed the issues and problems that emerged in the current census round (1995-2004) and discussed modalities countries have adopted to overcome some of the challenges faced by the countries in implementing the census programme. Some of these experiences may serve to guide census planning by countries that will conduct censuses during the next round (2005-2014).

The African Workshop on Strategies for Accelerating 'the Implementation of Civil Registration and vi tal statistics Systems is the fourth of the series. It is jointly organized by UNSTAT and the Economic Commission for Africa. The main purposes of the Workshop were: (a) to discuss ways and means of promoting the awareness of national vital statistics and civil registration systems in each participating country; (b) to assess the adequacy of national registration and vi tal statistics processes, coverage and reliability: and (cl to, suggest strategies for the, improvement of vital statistics and civil registration systems in the participating countries.

The objective of the workshop was to improve and speed up the registration of vital events, primarily births and deaths, in order to enhance quality and security and minimize double registrations, delayed registrations, omissions, counterfeiting or alteration without legal consent, all of which have serious effects on the reliability of the registration records.

In order to encourage and assist countries to carry out improvements in their civil registration and vital statistics systems, an International Programme for Accelerating the Improvement of vital statistics and civil Registration Systems was developed jointly by the united Nations statistical Division, the United Nations Population Fund, the World Health Organization and the International Institute for Vital Registration and statistics. The Programme was endorsed by the united Nations statistical Commission at its Twenty-sixth session held in New York in February 1991.

The Western Asia Workshop on strategies for Accelerating the Improvement of Civil Registration and Vital Statistics Systems is the second of a series and was carried out in Damascus, Syrian Arab Republic from 20 to 24 June 1993. It was organized by the United Nations Statistical Division (UNSTAT) in close cooperation and collaboration with the united Nations Economic and Social Commission for Western Asia (ESCWA). The United Nations Population Fund provided financial support for the workshop which was supplemented by funds from ESCWA. The workshop was hosted by the Government of the Syrian Arab Republic under the auspices of the Prime Minister's Office. The Central Bureau of statistics and the Ministry of Interior of Syria have assumed the responsibility jointly with UNSTAT and ESCWA for the implementation of the workshop.

The main objectives of the western Asia Workshop were: (a) To assess the adequacy of national civil registration and vital statistics processes coverage and reliability ; (b) To suggest strategies for the improvement of civil registration and vital statist.ics in the participating countries; (c) To discuss ways and means of promoting the awareness of national civil registration and vital statistics systems in each participating country.

To that end, the workshop discussed the following: (a) Current status of the national civil registration and vital statistics systems in each participating country, including the existing technical facilities, resources and the problems encountered to operate these systems on a daily basis. (b) The role of vital statistics and civil registration systems in participating countries for various uses and applications; (c) strategies for solving the problems of the systems on a one by one approach in order to promote their development and improvement, bearing in mind the availability of modern technology; (d) The elements required for a national programme of activities, in the short and medium term, for subnational improvement of the system, with the priority objective of increasing the coverage in the registration of vital events. (e) The forms of technical cooperation between international, regional and non governmental agencies in support of the national plan of action to improve the systems.

The United Narions Statistical Commission, at its twenty-sixth session (4-13 February 1991), welcomed and gave its full support to the International Programme for Acceleating the Improvement of Vital Statistics and Civil Registration Systems, prepared jointly by the United Nations Statistical Office, the World Health Organization, the United Nations population Fund and the International Institute for Vital Registration and Statistics.

Among other activities proposed in the Programme, the Statistical Commission approved the suggestion that specialized workshops should be conducted in Latin America, Africa and other regions, under its auspices, and urged the United Nations Statistical Office and the other agencies sponsoring the Programme to implement those workshops as soon as possible.

The main objectives of the Workshop were: (i) to discuss ways and means for promoting the knowledge of vital-statistics and civil-registration systems in the invited countries; (ii) to evaluate the present situation of the systems i n each country, including the adaptation of registration procedures and ~he stages of processing of the statistics obtained; and (iii) to suggest the maln components of the national plans of action for the improvement of the systems ln the participating countries.

To that end, the Workshop discussed the following: (a) Diagnosis of the national vital-statistics and civil-registration systems in each country, including technical facilities, resources and the problems encountered in actions designed to improve the systems; (b) The role of the vital-statistics and civil-registrations systems in each country for various uses and application; (c) strategies for solving the problems of the systems in order to promote their development , bearing in mind the availability of modern technology; (d) The elements required for a national programme of activities, in the short and medium term, for substantial improvement of the system, with the priority objective of increasing the coverage in the registration of vital facts; (e) The forms of technical cooperation between international, regional and non-governmental agencies in support of the national plans of action for improving the systems.
